The ventilation at rest is when only the inspiratory muscles are used but the expiration muscles are used passively. This type of expiration is conducted during quiet respiration when no muscular effort is needed for the respiration process. During this the lungs is compressed that enters the expiration to passive state and hence only inhalation takes place due to the work of the inspiratory muscles. Hence ventilation at rest means when the breathing is quiet.
