Spring was in full bloom and Joe’s sinuses were bothering him. He was able to control the drainage with medication, but his head felt heavy and the sinus areas were very painful. What is the explanation for this?

We call this condition as spring sinus headaches or spring sinus infection.   
Changes in weather and barometric pressure trigger the sinus . So when spring come people with allergies are at risk of developing sinus related issues. This weather changes attribute to increased swelling and mucus production of the nasal and sinus passages.

He is able to control this production by medication bur already produced mucus blocked the opening of sinus drainage pathways which is why he feels heavy and painful.
