Yes,it is criminal.

Reason:by Knowingly ,the individual transmits Sexually transmitted infection to other individuals and individuals get infected one by one having sex with others and disease get spread all the people in the world who are involving in intercourse without protection. Finally world population get affected and the mortality rate also increase due to sexually transmitted disease,so by Knowingly transmit sexually transmitted disease is criminal.
