a) We choose a 10 row numbers at random between 1 to 4, and 10 columnn numbers at random between 1 to 50 to take 10 observations. For each (row number, column number) tuple, we find the plant at the corresponding location and take its measurement
b) Advantage: It is going to be a good, random sample. Disadvantage: There might be repetition in the number of tosses as there is a small chance we may get the same tuple of (row number, column number) twice. So we may need to do more than 10+10=20 tosses.
