Yes, Steganography violates Kerckhoff's assumption.

Kerckhoff's assumption states that the confidentiality

of the data must be maintained even if the extruder or

enemy get hold of it i.e; a cryptosystem must be secure even

if everything about the system except its key is known to public.

Steganography on the other hand attempts to hide the data at all. It doesn't protect the confidentiality of the data once it is

discovered.
