A vauation allowance has to be recorded it is more likely that of the tax benefits will not be realized. Loss tax carryforward can be used up to 20 years. If it is expeceted tha there won't be enough income in the next 20 years to adjust all the tax benefits, the company can set up the valuation allowance to adjust it.
