Which seems more important; the design process or the internal pay structure?

• The Design Process is an approach for breaking down a large project into manageable chunks. Architects, engineers, scientists, and other thinkers use the design process to solve a variety of problems
• Pay structure refers to the process of setting up the pay for a job in an organization. The process deals with internal and external analysis to estimate thecompensation package for a job profile

While both are important in their own role, for me Deisgn Process is more important in overall context because it involves lots of efforts, working hours and costs. Pay structure even if inappropriate can be adjusted with retrospective effect but not design process which if gets wrong can fail all the project line.
