Executive branches and legislative branches play very important role in budgeting. Legislative is responsible for making laws and appropriating funds. Exceutive branches provide budgetary information to the governor who develops the proposed budget and submits it to the legislature. Legislature reviews and adjust the Governor's proposed budget and takes action to authorize the expenditures of a particular amount of public funds for a special purpose.
Judicial branch of Government presents its budget to the President who transmits it to congress as it is. It is the part of annual budget request.
