Single-User System is a system in which only one user can access the computer system at a time. If there is no password in single user mode , it will reduce security and increase the chance of fraud. Apart from this,Social medias are also performing this way (Facebook, Insta etc).

Rest of the cases , there is no need for individual passwords. Admin has the right to access his subordinates account, In multi user mode, The term it self says that anyone can access , So there is no need for individual passwords.
