If there were specific measures and set rules in place then they could have carried out the investigation according to that and it would have been easy for them to know whether their tax investigation approach was a succes or failure. It is always important to have fixed measures in place so that there is no doubt in the minds of the people who are using this tax investigation approach.

It would make the job of accountant easier.
