It is correct that the preventive maintenance of Equipment is a value added cost.. Preventive Manitenance ensures that unplanned maintenance and costly urgent repairs are minimized. Preventive maintenance improves the uptime and reduces  the unwated downtime which improve productivity. So prevetive maintenance on one hand reduces cost of repair and downtime and on the other hand helps in smoother production run with higher uptime and productivity improvement. So preventive maintenance is value adding on both sides of cost reduction and revenue enhancement.

Therefore we can agree that  preventative maintenance of equipment is a value-adding cost.
