The first step would be to identify customer needs. This can be done by manager by using one of various methods in identifying quality problems. Based on circumstances, the manager shall pick the appropriate method. The use of statistical approach is also helpful in such scenario. Statistical quality control tries to diffuse the distinction between random variation and nonrandom variation. The manager shall use control chart with set of observations. The design of product should also be checked to ensure quality.

The manager can also take the help of pareto diagram which identifies the frequency of each type of failures. Further, the cause and effect diagrams try to link each effect to its potential causes.

Other approach would be to use fishbone diagram to identify more than one causes of failure to the quality.
