My answer will be no.Here,immediately after an information received from the whistle blower the company should not take immediate action for investigation. They must actually verify the actuality of that issue which may be through audit or other ways. If they got any clue about such fraud or cannot aasses the reasonable evidence or any circumstances creating doubts about integrity of CEO and CFO then it would be appropriate to hire independent counsel to conduct the investigation.
