You are the Mayor of your city. It is time for you to begin developing the budget for the next fiscal year. You are at the table with your departments heads. You already know that their budget requests are for more than the anticipated revenue for the upcoming fiscal year. You want them to have what they need, but you know that all of them will not be satisfied. On a separate sheet, please give an idea of what your opening statement would be like? (Give it some serious thought. This is not a right or wrong answer.

The opening address shall be as follows:

Dear All,

I thank you all for being present here today. As we proceed towards the next fiscal year, we have to face the challenging task of preparing a budget. As you are aware, each department functions an an important wheel in running this city. I recognize all of your contributions and am grateful for your continuous effort. However, I have noticed that the budget requests by the departments are much more than the anitcipated revenue. As much as I would like to cater to all your demands, it is not possible due to financial constraints.

Although please rest assured that the available resources shall be allocated in the most justified manner. Let us work together for the betterment of the city in the most cost efficient manner.
