Here,the company decided of strategy based on market growth rate, Price sensitivity of customers and many more. What ever may be the strategy,I would suggest that local responsiveness is crucial for survival and success of that company in that country. Rest comes after it.Cost reduction is also good but low cost with reduced cost may not make the company survive for long period. Hence, It is better to concentrate on local responsiveness and make strategy based on market purchasing power either market penetration or skimming pricing but such cost must not have impact on other thing like quality, customer services etc.
