Solution: Yes ! The sales budget is the most important budget document to an organization.

Because this budget is a such forecasting document which helps in estimating the materials to be purchased (i.e. in preparing the materials purchase budget) and also helps in making Production Budget ( i.e. helps in forecasting the production need of a company) as we know that material purchases and company's production is solely depends on how much high target of sales it set. In my opinion this document can also be treated as head to other forecasting docs.

Thus the document is a planning document, it can also be treated as most important budget.
