If the lower-level managers are involved in implementing a better budgeting process, the players in the budgeting process would be top management, middle management and lower level management. They would be the people who look after the budgeting process.

The collective role of the people involved is to acheive the budgeted results to the organisation as a whole and their respective roles. There responsibilities would include individually, they need to be aware of the results of their respective departments individually.
