Answer - Assuming Bill has paid for the parking, there is a contract of Bailemnt formed between the Bill Mea & Parking Garage Owner.

So, if they have mentioned any terms and conditions like on some ticket or writing a contract than those will be followed. If not, Customs of that place will apply.

So, normally customs state that Bailee is liable to look after the goods bailed. So, if any damage occurred to the bailed goods in the bailment period, the Bailee is liable to compensate for the loss incurred by bailee.
