What message is received when you are talking to someone and they are looking at their cell phone? How can you approach the person who is doing this to share your thoughts

This may indicate that this person is not interested in the matter or something more important is happening in his cell phone. Wherever may be the situation it may also shows a disrespect towards the person communicating the message ( here it's me).

I need to get the attention of that person in order to communicate my thoughts. Better to let him complete his task in his cell phone. After that i can approach him and it would be okay if I can convince him that my thoughts are more significant and by doing this i will be able to share my thoughts.
