1) the government need to looks at ways of bringingin more money increase taxes on the wealthy makes senes as they ,are the ones who are most able to afford tax increase

2) the progressive tax system can prevent wealth discrepancies from getting to large when the gap between rich and poor gets beyond a certain point there is an increase risk of social instability and strife such as crime and political turmoll

3) taxing the rich can also be justify on moral ground if it is used as a from wealth redistribution with the tax money raise being used to aid the poorest section of the population

4) the income of the wealthest member of society has increase dramatically while the income level for the rest of socity have barely moved in real term which means adjustment need to be made

5) money is need to pay for defense health education etc.
