Help! Found deformed/mutated animal/lizard/snake?

Does anyone have a clue what this is?

As you can see it looks like a snake/lizard, possibly a skink? But no feet on it's legs. Is is deformed? Was it abused? Should we let it back in the yard? It was struggling to slither/hobble away from my dog when we found it. So I didn't want to just let it back in the yard. At first I thought my dog had bitten a foot off when I noticed all it's feet were missing and he wasn't bloody at all. They just like grown over nubs. Very weird.

its a skink. alot of lizards do fight as baby's and lose toes and sometimes whole feet and tails. however much as i hate to say it id say that some bastard removed this ones feet on purpose as it very unlikely it would have lost them all naturally. its not unheard of for people to do this to stop them scratching.however with abit of love and care i dont see why it couldnt still enjoy life.
