I clean it with hot water, and it looks black while its still wet, but as soon as it dries the white comes back.I cannot get rid of the crusty stuff.Should I use like vinegar?I want my tank to be beautiful again.

It's a combination of calcium,iron,and other minerals in your water... you may have to cut back aeration (if using a lot) or keep the tank topped off at all times to avoid "splashing" up on the filters.
As far as removing (without harming water chemistry) soak a little vinegar on a cloth and... elbow grease.
