I am planning on moving to new york where I expect to enroll in community college or else the NYU parlegal program. Both have diffrent rates for in-state and out -of-state applicants. I will be living in NY full-time and plan on remaining there after gradiation. Can I get the resident rate right away?

No, you can't and you will NEVER get the in state rate because there is a lot more to becoming a resident than simply living there. Because you moved to NY and enrolled in school, you will ALWAYS be considered an out of state student and will always pay the higher rate. Most schools have an unwritten "once an out of state student, always an out of state student" policy. Your rates will not go down after a year, or two or even three or four. You moved to NY for the purpose of education (as demonstrated by your applying for admission and enrolling) so you are stuck.

The rules regarding residency are very strict and put into place to prevent people from gaining residency. Despite what people often tell you... live there a year!! Change your address!! Get a new drivers license!! Register to vote!!! No one of these things will make you a resident. Most states have min age requirements as well as rules regarding you to be entirely financially self sufficient and working full time (which is hard to do as a full time student) and other tax requirements as well.

Be sure you read and understand ALL the rules completely before you attempt or assume something. Most who try this fail miserably and just end up not being able to get in state rates in either state. It's quite a shock to them the surprise on their face when they realize THAT!!!!

Good luck.
