yes yes I've checked the canadagov.ca but all i could find was th requirements

Broadly, there are three policies;

a. Demographic - due to Canada's low birth rate, the government looks to immigration to maintain economic growth. Without immigration, the concern is that Canada will eventually become a nation where there are insufficient working citizens to maintain increasing numbers of senior citizens i.e. like in Japan in the future.

b. Linguistic - French Canada seeks to maintain the current ratio of Francophones to the general population. For various reasons (lower birth rate of Francophones, more people speaking English at home, increasing numbers of allophones immigrants), this ratio has been falling. So, Quebec tends to try to attract immigrants from French-speaking communities all over the world.

c. Realpolitik - Canada is always aware of the USA - though the converse is often not true. As the USA continues to grow in numbers, Canada strove to grow its population in tandem through immigration. This is to avoid the possibility of dominance by more numerous Americans, and perhaps a corresponding lessening of sovereignty.
